The 3 most common things to double check when setting up Outlook or Outlook Express are:
1. Make sure for the username you use your full email email address including the @ symbol.
2. You MAY need to set the outgoing (SMTP) to whatever your local ISP uses.
3. Make sure that "Login using secure password authentication is UNchecked.
